Legislative Agenda

ICT’s legislative agenda aims to advocate for legislation and policies to maintain a competitive Texas market. 

ICT’s priorities for the 89th legislative session

  • Maintaining market stability and preventing disruptions to rate and form laws

  • Reducing litigation abuse

  • Reviewing Texas Windstorm Insurance Association’s (TWIA) funding structure to reduce reliance on debt and explore alternative funding sources, such as state investment, while opposing added costs or shifting expenses to member insurers already committed to substantial assessments and their own loss payments

  • Opposing mandated appraisal processes, especially those prone to abuse
  • Opposing the mandated use of OEM parts and processes in auto repair

  •  Supporting efforts to prevent abuses in roofing repair and protect policyholders from fraud

  • Opposing unnecessary and duplicative regulation of AI

  • Supporting controls on fees for vehicle storage during repair

  • Supporting mitigation and resilience strategies

  • Supporting a review of the current MVCPA fee structure
